Becuase it costs money to take blood, test it and store it. So higher risk groups are simply excluded to save wasting money.
Becuase there have been cases of tainted blood being transfused and again, to reduce the risk they simply stop certain demographics from donating.
Re travel to certain countries and having sex with certain demographics. I believe it's a case of "safe over sorry" risk reduction in both of the above cases.

I wasn’t really wondering, it’s a logical approach if people are honest. It was just a response to a post saying they give blood even though on the exclusion list because blood is needed. If everyone took that view then there’s no point in the exclusions list and just test everything.
The form is useless if people are mostly using it to derive a benefit from it themselves ie steroid users. There’s good reason to be for them to be on it too in reality.
