This is normally an overuse injury. You want to start by removing all direct tricep work in my opinion. Maybe a few weeks of chest and shoulder work that are predominantly laterals and chest fly to minimise pressing action. Get a lacrosse ball and loosen the tricep and bicep just above the elbow insertion. Then start back easy do tricep push downs very high reps using a band. A couple of sets a couple of times a week.
